Hi All! I hope to see you on Zoom for the special meeting on 9/13 at 6:30pm. There’s a lot to digest. I want to share some background on the proposed changes to community covenants and bylaws.

The rules and regulations committee worked with Snowline’s legal counsel to update the community covenants and bylaws. Revisions started more than five years ago then work was derailed by Covid-19. Washington state laws changed yet again in 2023, making it important to pick the work back up to ensure Snowline is current and sustainable for future generations. Highlights of this project include:

• Current Snowline covenants were last updated in 1997. Current Snowline bylaws were last updated in 1991. The 2019 bylwas were drafted by a previous board and previous legal counsel but never recorded. So we default to the "last recorded" with the county which is 1997.

• The board hired a new HOA attorney Jeremy Stilwell to represent Snowline. Jeremy is one of the top homeowner association (HOA) attorneys in the state of WA and his practice is fully dedicated to serving HOAs.

• Jeremy began with the covenants and bylaws in effect today, updated with the work the previous board and legal counsel started more than five years ago, and then added in changes reflecting the most recent Washington state laws.

• The revised covenants include a description of the changes. The revised bylaws are shown “red-line” with the changes identified so you could see what’s new. These documents were mailed to all owners and are also available on the website.

• If these new documents pass by membership consent, then they will completely replace the existing documents. If they do not pass, then the existing documents remain in effect. You can view both the existing and revised governing documents on the Member section of the Snowline website.

• These documents require membership consent forms with signature to pass, have a high membership threshold to pass, and the documents are lengthy. This is why the governing documents are being handled outside of the AGM.

• We are asking for consent forms to be returned by September 29 so the Board can get a snapshot of participation ahead of the AGM. This date may be extended as needed to maximize owner participation.

• In addition to the September 13 zoom meeting, the board is hosting a briefing on the governing documents and process on October 21 at 10am – as one of the pre-AGM sessions.

• The intent of the revised governing documents is to keep Snowline in-line with state laws and ensure a sustainable community for owners and generations to come. We encourage everyone to attend the September 13 meeting to learn more and get their questions answered.
